While technically a free state, California had legal Indian “servitude” that was, in effect, slavery for the most productive years of a young Indian’s life. Black slavery was voted down by Northerners and Southerners alike in 1849 because mining is hard work, and no one wanted to compete with slave-powered mining companies. (Indian slaves were used primarily in agricultural production or domestic service.) The status of black slaves that were brought into California was extremely murky and largely boiled down to who was willing to threaten whom to keep people enslaved. (California was a pretty informal place, as far as law enforcement went in the early days of statehood, and state and federal law contradicted each other after Dred Scott.)The outbreak of the war woke up the Northerners in the state, and the fortuitous appearance of a master-orator from New England, the Rev. Thomas Starr King, gave eloquent voice to the forces of Union. In September of 1861, Union Democrats and a surging Republican Party put an end to the Chivalry’s hold on the state government. The Union party (a fusion of Republicans and war Democrats) controlled the state politically from 1862 onward.Many volunteers were raised, primarily from Northern California. They fought very well and were incorporated into Sheridan’s cavalry in the Shenandoah campaign and then in the fighting that ended the war at Appomattox.Confederate partisans made a few attempts to fight for the South in California, the most notable of which was an attempt to launch a Confederate privateer from San Francisco. While these efforts make for wonderful stories, there was no real strategic potential for the South on the Pacific Coast, once Albert Sidney Johnston handed over the Pacific command in April of ’61 and traveled back to the Confederacy (crossing the Southwest in June and July with a small band of pro-Southern militia known as the Los Angeles Mounted Rifles). Johnston commanded the fortifications of the Bay Area and the US army arsenals and was ideally situated to start a partisan campaign that would have reduced the state to a Kansas- or Missouri-style bloodletting, but he chose not to, advising officers of both political persuasions to travel east and fight there, if they felt they must.The one serious attempt to bring the war to the Pacific Coast was HH Sibley’s invasion of New Mexico and Arizona, which was derailed by New Mexico and Colorado volunteers and US regulars in early 1862. Once Sibley’s men were driven back to Texas, the Civil War in the West was over – though a lot of enjoyable plotting and complaining kept Southern sympathizers entertained for the duration.
