To break it down another way, the options that occur to me are as follows:There’s something about the BRPD that discourages African Americans from working for BRPDThis could be the BRPD hiring process is racially biasedThis could mean there’s a bias in the African American community in Baton Rouge against working for the BRPDIf such a bias exists in the African American community, it could be based on perceptions the BRPD have done nothing to dispelIf someone could find statistics on what percentage of job applicants for BRPD are African Americans, that might help get a better picture of things. If African American applicants are getting rejected in disproportionate numbers, then the hiring/screening process may be biased. If African American officers are being hired at about the same rate as African American applicants, then we have to ask why aren’t more African Americans applying for jobs at BRPD.I’m afraid I’ve asked more question than I’ve answered, but thanks for the ask. Because they want a public school system that works like a private school system. That means they don’t want to comply with federal and state law. They want local control, the right to avoid bussing minorities to their school, the right to exclude special ed students and the right to have a one race, upper class elite high achieving school. That is the definition of a private school. It is illegal under current state and federal law. It is unlikely that they will generate sufficient taxes to build new schools or pay for fire and police. Instead they will rely on funding from the state. Central and Baker still rely on state funding for their schools. Zachary has high property taxes and has lost some of its industrial tax base. None of the three pull outs has raised enough money to build new schools in ten years. The last high school built in 2018, Lee High was $54 Million. The last elementary, Broadmoor Elementary was over $29 Million in 2018. So it costs a great deal of money to build fifty year schools with technology and climate control to meet the needs of today’s students.
