Nonetheless, Wal-Mart goes by the ADA formula, leaving an inadequate number of handicap spaces. When one complains to said businesses they wail, “But we’re in compliance with the law!” In requiring a minimum number of handicap spaces, the law is implicitly giving businesses justification for not having enough spaces to satisfy customer’s needs- yes, needs.I never needed a “stroller” space, but regrettably I need a handicap space now. When there are no handicap spaces I will (in a guilt-free manner) park in a “stroller space.” If any “parking lot troll” wants to berate me for it he should know that I have a heavy, solid oak cane which can double as a weapon if he chooses to be physical. I don't assume someone is "obviously not handicapped" because you honestly can't tell. If I see someone parking in a space without a permit, I have asked if they have forgotten to put their placard up … sometimes, they have forgotten and it gets put up. The thing is - if there is a car without a placard or other sign that they have a HC permit, it doesn't matter if the person using the car is handicapped - I tell the manager or call the non-emergency police number and let them handle it. At a previous job, one of my co-workers thought it was clever to use the placard that had been issued to his mother - I am not the one who turned him in, but eventually he was ticketed and his mother had her HC permit revoked. That was not a good outcome, because she truly needed it. Unfortunately many people have the attitude that "it doesn't affect me, so I don't care." Well - it DOES affect me. I try to not confront people or give people a cause to create a scene, but I do report them. I would gladly trade my wheelchair and other disabilities for that placard. I don't consider it a "privilege" to be qualified for that permit. Honestly, I did not get my feet amputated because I wanted to have better parking!

You should be able to get a form online for your doctor to sign, stating you need the handicapped parking placard. Bring that signed form to the Department of Motor Vehicles, and they will give you the permit.At least in my state you do not have to pay for the little sign you hang on the rear view mirror, but if you want a licence plate with the disability symbol, then there is a cost.

Trust me, I lived it, you are probably being scammed. There are a few things not mentioned in the question, so I can only speculate.Did you have a current placard?Were you displaying your placard as required by law? Was it visible and not hidden behind a sun screen or something like that?Is the placard registered to you? If it’s grandma’s placard, and grandma wasn’t with you, then Bingo, you get a ticket. In California, you get a bigger ticket than if you had just parked there without a placard.If the answer to all of these questions is “yes” then I would contest the ticket. If not, then I would pay the fine and rectify the situation before parking in a handicapped spot again.
