Police Verification Form

A real life juggling with Government officials and facing a problem for over an year, I think I am apt enough to give this answer.Our Government works in departments. With all that I faced personally, this is the thing I have to say- Indian Passport Services is the worst of them all!It is been more than 1 year, I am fighting for my passport. Here is the plot, I think everyone should read.My experience -The date was 22nd of December, 2012  and I applied to PASSPORT SEWA KENDRA (Bhopal). Well, this is the time when, T.C.S.(Tata Consultancy Services) has not overtaken the passport distribution services in India. With all my documents and required formalities, I submitted my application at the Bhopal office.I waited and waited for months to get any update for my status for the application. My Police verification also went on good and I was hoping to receive my passport in no time. With my patience running out, I decided to visit the passport office in Bhopal, myself. When, I went there, it was locked and there was no sign of anyone out there. There was one security guard standing outside. I asked him about the office.I asked -"Is today there is a holiday or something, which I am not aware of?"Guard - "No, the office is closed."I astoundingly inquired again -"Closed as in? Permanently?" He chuckled at me and said - "Yes!"I said again -"So how people will make passport now?"He gawked at me and replied - "I don't know anything, they started a new office in some XYZ address, go there , why bothering me. I am doing my duty here".( Within a night that office was closed, and new one was started.)So, following the annoyed security guard's advice, I signNowed the new office. This office was situated in a Mall. It looks like something of an IT company's office with its interior and arrangements. I was stopped by the guard outside,since I was not having an online appointment to go inside. It was the time when TCS has over-taken the services and it was like all things will be handled systematically. I urged the guard to let me in, since my problem is a bit serious. I also requested one of the personnel from TCS, who was standing outside. He somehow helped me to let me in there. There was a queue at the "inquiry" desk where a man with a formal attire was listening to the grievances of the customers. I waited for my turn. Finally, when I got chance to put my case forward, this was the conversation I had with that "inquiry" counter guy-Guy - " How can I help you"Me - " Hi, I am XYZ and this is my passport file number, dated 22nd December, 2012. I submitted all my documents and got my police verification done, now I am unable to get my status."Guy - "Sir, since your passport application is of December 2012, it is not with us, it is in the old passport office."Me - (I with my poker-face blown into dark light of his eyes, got disturbed) " I am coming from that office only, they said, it is closed."Guy - " Closed! (shocked) How that is possible?, ( He asked his senior and muttered some words with him) , Sir, you have to go to ABC place now. Your file is there, not with us."So, now I went to that ABC place. The place looks gloomy. It was like a typical government office of 80s. People were mobbing around the door of the office and that man was busy eating his lunch inside, who has to listen to the problems of the people. The fan with utter slow speed was running right above his head and staring beneath, stating -" You fool your life is always be slow, like my speed".After fighting the mob down there, I somehow manage to enter the office. This me standing in front of that government official's desks and here goes the conversation.Officer -"What? Can't you see I am having my lunch?"Me- " I know sir, but you can wait for your lunch, there are people standing outside and its an emergency."Officer -"Get out , come after 1:30 pm. "His guard escorted me outside and I became the part of the mob again, no where to be seen in vicinity, while he with is annoying looks was enjoying his lunch to the core.After Mr. official finished his lunch, I was then allowed to enter and tell my story to him. I said everything which I told to the TCS inquiry guy. This is what he said.Official - "We have 1000s of applications everyday, now you are coming and asking about yours, where can I find it?I don't know, your application is with TCS."Me - "I went to the TCS office, they said they don't have my application, it is here in this office."Official - "Are you kidding me, no we do not have it. Go, I have lot of work to do."Me - "At least check no! From the morning I am like running here and there to get the status of my application."Official refused to help me at any cost. I think , maybe because I never offered him a cost(bribe).Now, I was like a football, where the feet were Government office and TCS office, both playing and testing my patience. With some heavy heart and a thought, I went back to TCS office complaining the behavior I was been treated with, by government official. TCS guy - " You wait till 4 pm, I will see where your file is!"Me - "It should be better be with you, sir"TCS guy gawked again and went back to his work. The office was a mass massacre, with people like me. Ignorant about the process and things going on. I waited till 4 pm then went in. The man with some battling with the file cupboard came out with my file and said-"Your police verification is uncleared."Me - " Why? What is the problem? I gave all the documents." He - "Arre!(Your area policeman) He missed to fill some columns "Me- "But then it is his mistake, I did what it takes to get a passport, all formalities are clear from my side. What should I do now?"He - "Now, nothing will happen, go back and ask your police person the actual process behind it."Me - "You don't know the process or what?"He - (with the eyes full of rage and anger) - "Get out! I have lot of things to do. Go back and ask your policeman."Now I was like shocked the way I received the treatment. I with the plight of disbelieve and with no mission accomplish face came back home. The important thing to note here is that I am not a residence of Bhopal. I came back to my city. I was actually upset, that all my day was wasted and I did not get the answer to any of the questions/problems.I came back to my city and went to the police-station which was handling my passport file. This is the conversation with passport personnel.Me - "HI! My name is such and such and I applied for the passport on 22nd December, 2012, I got my police verification done too. But, then I never heard about my passport. I went to Bhopal office, they said that the policemen who verified my passport verification form has missed out few column. What should I do now?"Now read this conversation with the policeman I had, notice the awkward and stupid question he asked.Policeman - "When did you apply?"Me - "22nd December 2012(I kinda remember this date until i die, I might forget my birthday !)" ----------- ALERT stupid questions starts now------------------Policeman - "So why are you coming now?"Me - " Because I got me latest status for file now only".Policeman - "What is your problem? I cannot understand?"Me - The policeman who did my police verification forget to mark some columns in my file and for that my passport status is stuck, I went to Bhopal and they said you (Police) should help me."Policeman -"When did you had your police-verification?"Me - "I don't know. Somewhere in January 2013"Policeman - "Exact date?"Me - " How can I remember that? He came at someday after I applied my passport."Policeman - "Who came for your verification? "Me - "I don't know. Actually I do not remember his name."Policeman - "You don't remember his name? So how you expect me to help you?  and besides do you have any criminal cases pending?"Me - "Well ! I have my passport file number, the date of application etc. you can cross check with your records. How can I remember the name of a policeman who met me once and that too a year ago. And no I don't have any criminal cases pending, if I would have, why I had undergone through the police verification process in the first place itself."Now the hilarious part - He babbled something and that is all what I can make out what he said - "I met my wife on the day of marriage, next day we got divorced, it was 2 years ago, I still remember the name of that bitch."I was like startled and held shell shocked. Whatever may be the joke he made, I was not interested in listening to , rather my focus was entirely on my file.After searching here and there for a while, he pronounced this -"Your file is lost by Passport office, Bhopal"Me - "Are you kidding me, I saw the TCS passport personnel myself, holding my file and telling me that your police verification is unclear."Policeman - "No man! I am telling you, they say this all the time, that we did mistake, it is all them who did. We don't have your police report. Go back to passport office and tell them to send us again."Me-" What do you mean to send us again? Can't you generate a fresh police verification report?"Policeman - "No, they have to clear first." I with my broad-eyed poker face(again!) came back to home telling all this problem to my mom. Since she asked me to wait for a while and lets see what will happen, since now all the passport stuffs are handled by TCS, we should wait for our discrepancies. After a month waiting, I got a letter of objection from TCS passport office stating that -"Your police verification is not clear. Please visit the passport office with necessary documents."I went with all documents again, hoping that this time I will get my passport. I entered, showed the letter to every damn personnel of TCS, I  was meeting. Now this is the piece of conversation I had with passport man.Man - "Why you are here, (after seeing my objection letter)! We have send your file to  SP office. They will send to the police station near your locality and then you will undergo police verification again."Me - "I came all the way to Bhopal, with this objection letter in my hand with all the supported documents you asked and now you are stating me to go back home and wait for my re-verification?"He - "don't talk to me like this. You are not suppose to do that. If you speak like this, you will not get your passport. Now go get out."I was in my disbelieve went back home. I do not know what will be the further process. I was just sitting in my house waiting that a miracle will happen and I will heard from a policeman for the re-verification.With after some month, I went to SP office telling my problem. They said that, my station in my locality has my file, they don't. I went to the station again, all the new faces now. I cannot recognize anybody whom I have seen around for quiet a while because of my frequent visits to the station.I told my problem and they searched and they said this -Police - "We haven't received your file yet,once we do we will call you."Me - (I sat their and started checking my file number. I found mine) "It is here!"Police - " Ahh okay! here. I will come tomorrow to your house and will do the process"Me - " Why not now?"Police - "Arrey! we have work here go get out now. I will do it tomorrow." ( Okay now you have read a bit of a part and, if you still finding it difficult to really imagine then just believe me POLICE DEPARTMENT, which is handling passport related services is the most stupid and idiotic department ever.)I waited him to come to home for the verification process again. He did showed up after I went to the police station 4 times in 2 days to make him remember he has a verification job to do.He gathered all my documents did all the formalities and went. Everything was smooth. I bribed him too, yes I am shamelessly admiring it, because I do not want him to do any more harm to my file. He went and asked me to wait for 15 days to check my online status. I did. Next, when I saw my status again, to my real shocked to power of infinity, it read as  - "Your Police verification is not clear" I was like now what is the problem.I, this time taking the lessons from my last quest went to SP office directly, instead of going to Passport office Bhopal. They refused to cooperate and told me to go to Bhopal for any grievances. I told my entire story to them, for which they have diminishing look and no sign of cooperation for me at all. I was there at that SP office from morning to evening. Somehow, manage to seek help from one person.He opened his system and entered my file number. He found out all the scan documents, I have submitted till now. There he found 10th and 11th number column of the passport police verification form was blank. Actually, the policeman should have fill this and he did not. Due, to that, my file came back to SP office Indore from Passport office Bhopal.Now, I was like ignorantly gawking at the SP office guy.Me - "Now what should I do, its not my mistake."He - "Well ! Even I cannot do anything you will have your police verification again!" Me - "Waoo are you kidding me ! What if that policeman forget to fill those column again? "He - "I cannot help it."So, now since that policeman has not filled a 10th and 11th number column for my passport police verification form. I have to undergo the entire police verification process again. For all those folks who don't know what 10th and 11th number column looks like -This how the typical police form looks like. ( It can be varied form place to place. I downloaded it from net).So, now back to 10th and 11th column. It looks like following.10 - Whether the person is working as in under government services?-  yes/no (A yes no question)11 - Whether the person has applied for passport before? - yes/no ( Again, yes no question)So, now these 2 above column were left blank in my case. I was like good grief. Both the answers for this were "no" for my side, but the idiot policeman forgot to put a "tick" on the "no".For all those who wanted to know the documents for police verification, this is how it goes -1)  When your file is reviewed under passport cell ( PSK or Passport Sewa Kendra) , the file will be delivered to your respective  SP office of your city ( Superintendent of the Police). 2)  After that they will distribute to your respective police stations which are in your respective localities. 3) Then a  fat-ass Policeman (if he has mood) will come to your home for the verification. 4)  He will ask you the questions -"Are you not having any criminal cases running for you?" And you have to say "No" that's it. He will then ask you for the Rs. 10 stamp paper which is required to be attested from the court stating that you have no crime scenes.5) Then, he will do all his formalities writing 2 letters, one for the SP office and other for the passport office. While,filling that above form, I mentioned above and getting signatures of 2 witnesses ( your neighbors) whom you should produce at the time of  verification.6)  Documents to be produced - 2 photo id proofs, 2 proof of your citizenship to your country, 2 address proof , your birth certificate, your 10th and 12th marksheets, if a college doer then, college marksheets, a  passport size photo etc.7)  I have undergone 3 processes, so yes I have experience. But, each time I went through all this, I found certain differences in it. Next and last he will go back to his station and will call you for the personal meeting with TI ( Station in-charge) for your photo verification. After this your file will go to SP office again and from there back to Passport cell.I had my 3 verification now and in all of them, there was only one common mistake, a policeman just forgot to fill 2 of the columns in that police verification form.Day before yesterday I undergone 4th verification of my life ( police has a proof for the 4th time that I am no criminal :D :D) and this time I personally saw my form and 10th and 11th column were filled this time. Even I checked very other column, it was filled Sigh !! (Finger's crossed) Hoping to get my passport this time, finally !Plus- I have bribed them more than the cost of passport.Lesson Learnt-1) Policemen are stupid and at the same time smart-  Yes, you heard me right, they all are. All of them are unaware about the proper process for passport verification. And, they  with their illiteracy do stupid things in the form. And yes they are smart, they do this always to create problem for the people, so that they can get bribe again and again for the same verification file. Everyone will eat your bribe together.2) There is no concrete passport system, and if there is any, than most of the passport officials themselves are not aware of -  This is true, policeman, passport officials etc. are all ignorant for the proper standard procedure for passport application process. I have seen many cases where officer graded person in Passport cell will give you some other advice for a problem and the subordinate of him/her will give you some other advice for the same problem. You end up being confuse which one is right.3) No flexibility in the system -  System is at mockery of the situations. The police system which I stated in my problem is by far the example of my stated point. If the policeman forget to fill 2 columns (just a "yes' or "no" answer) in your file, that means you have to undergo the entire process for verification, there is no other choice, no flexibility. Gather the xerox of all your documents and the no-criminal case affidavit again. The silly mistake  done by the policeman  is your problem, deal with it. And deal with it entirely.4) TCS is playing safe -  When we heard about the private company TCS, taking the charge for passport activities, we were all happy, since we found that  the things will go smooth, but actually this is not the case. The TCS is actually playing very safe. They are undertaking only those files which are perfectly clear. This is how the process TCS follows ( at-least at Bhopal). First, you book a slot online to appear in TCS office with your passport application form filled and with the required documents, they will review it and then they will immediately go for your police verification. If your luck is good unlike mine, then your process will be undertaken by TCS guys very smoothly and within 15 days you will get  your passport. If suppose you are the unlucky Mega-tron like me, then your file will go to the "other" office. This "other" office is undertaken by government officials only, and if your file is gone there, then believe me you are doomed, suffered for an year or so. Trust me, there are so many like me over there suffering from the wrath of government officials. So, TCS is playing it quiet safe here.With all this summing up by saying this, that really the facade of the passport process in our country is very much shoddy. It is like one marathon run with no proper or concrete end. I am here still waiting for my passport.Hopeful this time!Update - I have to make an update for my point in No flexibility in the system, I have seen many young people going for studies or work purposes to different cities or states of the country. Now for that, people have to undergo police verification for all those places too. So, in all you are going for verification from your city, then the city you got relocated. Here, Passport norms have no flexible approach either.
