Years ago I worked at document management company.  There is cool software that can automate aspects of hand-written forms.  We had an airport as a customer - they scanned plenty and (as I said before) this was several years ago...On your airport customs forms, the "boxes" that you 'need' to write on - are basically invisible to the scanner - but are used because then us humans will tend to write neater and clearer which make sit easier to recognize with a computer.  Any characters with less than X% accuracy based on a recognition engine are flagged and shown as an image zoomed into the particular character so a human operator can then say "that is an "A".   This way, you can rapidly go through most forms and output it to say - an SQL database, complete with link to original image of the form you filled in.If you see "black boxes" at three corners of the document - it is likely set up for scanning (they help to identify and orient the page digitally).  If there is a unique barcode on the document somewhere I would theorize there is an even higher likelihood of it being scanned - the document is of enough value to be printed individually which costs more, which means it is likely going to be used on the capture side.   (I've noticed in the past in Bahamas and some other Caribbean islands they use these sorts of capture mechanisms, but they have far fewer people entering than the US does everyday)The real answer is: it depends.  Depending on each country and its policies and procedures.  Generally I would be surprised if they scanned and held onto the paper.   In the US, they proably file those for a set period of time then destroy them, perhaps mining them for some data about travellers. In the end,  I suspect the "paper-to-data capture" likelihood of customs forms ranges somewhere on a spectrum like this:Third world Customs Guy has paper to show he did his job, paper gets thrown out at end of shift. ------>  We keep all the papers! everything is scanned as you pass by customs and unique barcodes identify which flight/gate/area the form was handed out at, so we co-ordinate with cameras in the airport and have captured your image.  We also know exactly how much vodka you brought into the country. :)

I had a sort o "Big Picture" moment about REST a while back. I had been aware of the term for quite some time, but I just thought of it as a more straightforward way to implement APIs directly over HTTP. But REST is more than that, and there seems to be almost religious debate about it out there. A lot of very experienced people react to the idea of doing complicated transactional logic over REST as some kind of absurdity and point out all sorts of examples where REST does not seem to work. The "RESTafarians" maintain that a REST approach is just the way things should work on the web, and anything can be done if you think about it the right way. To understand REST you have to think carefully about the big picture of state and how it is transferred between parts of a distributed process. But most programmers can't see the big picture, because the entire point of the IT revolution over the last 40 years has been to centralize state in business processes.Realtime inventory, online banking, ERP - we take this for granted that this is just the only way a business can run. We expect to always be able to connect to a remote database that is the final authority on the state of any given aspect of a business. These days we expect online banking show your available balance adjusted immediately after you use your debit card.But think back, if you are old enough, the the days of yore. If I recall, we managed to have an Industrial Revolution, win a few wars, and send a man to the moon without the benefit of databases and networks. How was it done? Paper. Forms. Carbon copies, rubber stamps, signatures, sequence numbers. That's what REST is. A high tech version of an old-school bureaucracy. Paper messages that represent state and can be moved from one clerk to another.  Think carefully about what that paper message is in a business process. It is a self contained REpresentation of State that can be Transferred between agents in the system. You could have the Pony Express deliver it for you, the transport does not matter. The transporters do not need to know anything about the content of your message. There is however a "receipt" if needed (certified mail) so you can verify your message was accepted. The piece of paper itself is a self contained message to change state. Nothing happens until it is moved from one entity to another. You walk into your bank. You fill out a deposit slip. You hand the deposit slip to the teller, along with your cash. The teller accepts your deposit slip and gives you a paper receipt. The teller takes the stack of deposit slips to a clerk who processes each one by noting the change on a ledger and using a big rubber stamp to mark PROCESSED on each so that the slip could never accidentally be handled again. The person is the client. The piece of paper is the content of the HTTP request. Giving the paper to someone else is the HTTP request to the server. You know immediately if your request was accepted or not, though it is up to you to keep your own state as to what that means to you, the client (balance your checkbook).Think of much more complicated examples, and you realize that everything was once done in a RESTful manner, on paper. Clearing checks between banks.. Trading stocks, you name it. Civilization existed before there were databases to provide transactions and realtime state. Now you may wonder why in the world it would make sense to model distributed systems on the bureaucracy from the movie Brazil, but the fact is, bureaucracy scales. Horizontally. It can deal with disconnected systems and asynchronous messages and entities that are not under central control and not even trusting of each other.  If you think about it, any real world business process can be modeled in a RESTful way with enough clients, servers and the right pieces of "paper."  (And the fact is, in the real world, very few real systems maintain centralized state for long. A tangled mess of REST behavior ends up eventually appearing when reality sets in and it becomes apparent that offline transactions and exception handling are needed, one database is not enough, etc.)Am I making any sense on this? I know people will have examples that they think won't work, I want to try and see if I can prove myself right on this, so please add your comments.
