I don't have much knowledge of the exact laws but as far as I know you can not get a firearm license if you have a criminal record. There might be ways that a criminal record could be overlooked or removed from your record but I think that would be more for traffic offences etc. I don't think it would be allowed in his case. I question the wisdom of handling firearms with uncontrolled seizures, but here we go:As far as federal law is concerned, a seizure disorder does not prohibit someone from firearm ownership. If you are unable to obtain a driver’s license, you should have no issues getting a state ID card. This will work just as well for identification purposes. Depending on the state you’re in, you may or may not need other documentation such as proof of residency (I’m from DPRK - Democratic People’s Republic of Kalifornia…). Once you have your ducks in row, you’ll be able to purchase a gun by following whatever process your state has for firearms transactions.Getting a CCW is a different story. It’s way too state-dependent (and often varies from one county to another) to discuss it here. In some states, you can get a permit as long as you are not prohibited by federal law and submit the appropriate paperwork plus fees. In others, you pretty much have to play golf with the sheriff and donate liberally at his/her fundraisers to even stand a chance. While your medical records are still private, the flag on your DMV file is not. Whether they will catch it when they re-run your background and what they’ll do is a toss-up. You might be denied, they might give you the CCW anyway, or demand a medical statement that your seizures are under control.If you do end up owning a firearm, do yourself, and everyone else a favor by seeing a doctor and getting your seizures under control.
