The police have a police chief who reports the the mayor (or city manager). Same with the fire department.The personnel department has a HR Director, the city attorney and the city engineer are led by a lawyer and an engineer. (Weird right?) Are you suggesting the Mayor or city manager also have experience as a personnel director, a lawyer and an engineer? I’m sure the answer is no, because it would be a ridiculous requirement, especially when the elected mayor is not a full time job. Those folks are usually elected from the community. They are usually business owners or prominent citizens. They aren’t life long politicians like those fools in the House and Senate.
