Now we have to rehire and retrain a brand new individual - which will take 3-5 months. Not very smart. So what happens? Okay, so we're talking about bureaucracy in the sense when it has overgrown it's purpose and become top heavy to the system supporting it.This usually happens when smart people have been put in a place and have done good work, but then someone wants to enshrined what they've done. The little people then become "resources" in the number games that happen in the atmosphere of management and executives and unreasonable things begin to occur. Exceptions Do ExistThere are some who transcend this - in my MBA, I recall studying  Southwestern Airlines CEO who went and visited all of his operations bases over the course of a year and got know what his employees did and managed to save many of their jobs by listening to them and fixing what they told him to fix. In my MBA accounting class, my professor held IBM's accounting system as the worst he had ever seen. He went so far to say that it was so bad, no other company could survive it - but fortunately, other factors made up for it. However, the amount of internal drag created by it has caused a lot of problems and created a lot of waste and busy work.C) Take a look at the US code for technology law. It hasn't adapted well to modern tech. The DMCA, the Patriot Act, privacy legislation...
