It IS a destruction of property and it IS a crime. The police could take a report but it would not get prosecuted in 99% of the courts I know, unless there were other extenuating circumstances. The courts are extremely overloaded with criminal cases and the court appreciates it if officers use their discretion to help keep the work load down. This may annoy many people but most have no idea just how petty people become over the smallest of things and it's always followed by a righteous sense of indignity, until we discovered what that person did to contribute to the problem. Not always, but usually. This may sound trite, but imagine you have filed a suit against someone for doing $4000.00 worth of damage (a felony) but can't get it in front of a judge for months to a year because there are hundreds of misdemeanor cases (under $500.00 last I know) ahead of you.  I wouldn't be so eager to have all those cases, with all the witnesses, evidence (real & imagined) and paperwork that waste the court's time in front of a judge hearing my case. I'd also point out that in almost all cases similar to these, where the police are called, the "victim" usually forgets to mention what motivated the perpetrator to commit the crime he or she did to said victim. They don't deliberately wait four hours or more to respond. Dispatch prioritizes all 911 calls so that the most urgent are responded to first. A logical system if you ask me but one many people don't seem to get. So if you must wait several hours to report a non-disturbance misdemeanor, that's not uncommon. But officers have no idea what time many calls come into 911 and as far as the police are concerned the call just came in. It was only when I got to a residence and had someone screaming at me that they called 5 hours earlier that I had to go into my dissertation about how 911 emergency calls are broken down into categories and we got there as soon as we received the call.
