PC Johnson arrived at the mortuary to deal with his first dead body.At the time a fresh-faced naïve probationer just like me. His tutor cop informed him that a Boris Grabowski had died earlier in the hospital, the hospital staff conveyed him to the mortuary and then informed the police. John and his tutor were instructed to deal with him.His tutor busied himself with the necessary book entries and asked PC Johnson to find Boris. The freezer cabinets had names on them, but none bore the name 'Boris Grabowski.'PC Johnson informed his tutor he couldn't find Boris. Without looking up from his paperwork, his tutor told him that the hospital staff regularly forgot to mark up the cabinets on the outside and that he should try all the unmarked ones until he found a body.PC Johnson went along the rows of cabinets opening each unmarked one in turn. On his third try, he opened an unmarked cabinet and found a body hiding underneath a shroud."How can we be sure it is Boris Grabowski?" PC Johnson asked his tutor."Just ask him," was the reply from his tutor, who went back to filling out forms.PC Johnson, who had wit in abundance, humoured his tutor, he turned to the corpse and asked, "Are you, Boris Grabowski?"The corpse pulled down his shroud and stated, "Yup. That's me!"He had been set up.The previous junior probationer rose from his position within the cabinet laughing and full of glee at their well-worked prank.(Extract from ‘The Really Funny Thing About Being A Cop’)

We prefer to call them private person’s arrests. Usually there is a police officer involved, but not always at the beginning. With the exception of domestic battery (PC 243(e)(1)), police officers in California cannot make an arrest for a misdemeanor that did not occur in their presence. If you witnessed a misdemeanor, you can detain someone and call the police (if you feel comfortable doing this and it is necessary—like if you’re Loss Prevention in a retail store).Preferably, you call the police and when they arrive, you explain what is going on. You are given a private person’s arrest form to fill out, promising to appear in court and pick up a police report before appearing in court. You complete and sign the form, the officer accepts your arrest (usually) and issues a citation to the suspect or takes him or her to jail if necessary. Some officers will load up the suspect in the car, take the suspect around the corner, and then let them out with a citation just to make the reporting party feel better. The officer writes a report, but the citizen is the arresting party and takes all the civil responsibility that entails. The citizen picks up the report and testifies in court if the case makes it that far.

I retired essentially one year early because I was fed up with the way law enforcement was being treated in general in the country, and in CA especially. At the time I retired, I was facing no disciple and my past evaluations, (going back many years) were all “outstanding”, the highest rating possible. I mention this so you will know I didn’t “retire in lieu of being fired” as sometimes occurs. When I say “one year early” I just mean our pension formula maxes out for age at 55 and I was 54 when I retired. After that, the formula increases by 2.62 percent a year for longevity, and I get a 2 percent COLA so working after 55 doesn’t really net me anything..Anyway, the “war on cops” is a real thing. The amount of senseless paperwork has only increased. When we arrest and book someone now, we have to fill out a form as to wether the arrestee, after being bailed out, would care to voluntarily extend his/her time in jail. How ridiculous. “Sir, after you’re free to leave our jail, would you like to stay in jail instead? You can let us know when you want to leave.” The clearance form on the computer after self initiated activity used to be half a page. Now it’s several pages long. They have to capture more info to comply with a CA law against “racial profiling”. Chicago PD wound up having to fill out a similar form resulting in much less self initiated field activity. No surprise, shootings and murders are running at record high levels there. The crime rate in LA will go up as well.. Thanks to new laws in CA (prison “realignment”, Prop 47 etc) tens of thousands of felons are back on the streets to commit new crimes. If you think they won’t, you’re naive and don’t work in the criminal justice system. Previous felony level crimes are now classified as misdemeanors. There is now “misdemeanor theft auto” in CA. In LA county, due to jail overcrowding, most misdemeanors now go unpunished. Shoplifters can no longer be arrested for burglary as in the past (if intent to steal prior to entry could be established). Shoplifting items with a value of $950 is no longer punished. Felony drug possession of cocaine, heroin, and (personal use) are now misdemeanors. Cops aren’t wasting their time much anymore arresting people for mere heroin possession. No, I’m not kidding. Our department, as huge as it is, is short around 2,000 deputies resulting in mandatory overtime. This includes “drafting” deputies working the current shift and holding them over to work the next shift because we would otherwise be falling below minimum staffing in the field (same occurs in the jail system). Detectives are forced to work shifts back in patrol cars in lieu of their regular duties resulting in less time spent working cases. You can bet they aren’t too motivated when they work a patrol car at this point. There are tons of homeless people in LA. Many (possibly most?) have some form of mental illness. They also enter Starbucks and create disturbances and throw rocks at passing cars, necessitating a call to law enforcement. How would you like to deal with a rock throwing mentally ill transient on an almost daily basis? If you hurt him, you’ll be reviled for not being compassionate to a mentally ill poor person. So, you know, keep that in mind. After you 5150 him (psych hold) he’ll be back on the street in a matter of days if not hours. Due to laws that make CA a beacon for the homeless, the homeless population is swelling, increasing calls from storeowners and increasing the likelihood we’ll have to come in conflict with them. (restaurants for some reason don’t like the homeless using the side wall of their store as a latrine, and don’t care for the needles and condoms left on the sidewalk in front of their business…go figure..but it’s not PC to complain about them for large proportions of Californians..cops are caught in the middle)I could go on for many pages. I’ll stop here. The men and women of the LASD do an incredible job, all the more impressive considering the headwinds they face. I truly miss my coworkers. I’m glad to be out of CA however. It’s only going to get worse before it gets better.

“Your mission, should you choose to accept it, is skipping out of an entire semester of advanced calculus, pulling off a dramatic identity change mid-day during a final exam and escaping expulsion to pull off an A in the class. This message will self destruct in 9 seconds.”I always envision that message when I think about an impossible, elaborate scam my friend attempted in college 20 years ago.My friend is crazy smart. Too smart. He was that guy who spent no time studying in high school, doing his homework in the car on the way to school and still beat you on the tests. He hated the concept of school and would do just about anything to avoid it.During our sophomore year, I visited him at Michigan State University for a football weekend and noticed one of his textbooks was still wrapped in plastic . . . one month into the semester.“Have you been to class yet?”“A couple times.”“Uh, aren’t you paying tuition to be in that class?”“Yeah, but I’ve got a plan.”Turns out that my boy’s roommate took the class the previous year and told him how the final exam played into the grading. Once your final exam grade was final, you could choose to keep that grade for the semester or take the grade you had leading into the final exam. In other words, one test could replace the two midterm exams, homework assignments and quizzes. In addition, the class was large enough where they offered two final exam times. One was in the morning and the other in the afternoon.Conceivably, someone could get their hands on the questions in the morning and come prepared with the answers in the afternoon. This plan was high risk in that the professor made you turn your exam in directly to him and he looked everyone in the face. If you were coming to his lectures all semester long, he would get to know what you look like and would know if you came to take the test twice.Armed with this information, my friend quit going to class. He already had a beard and long hair but quit shaving or grooming from that point on. By the day of the exam, he looked like this and made sure to even dress like a homeless lumberjack. He showed up, copied all of the questions on the exam onto a separate piece of paper, did his best to answer the questions and didn’t put a name on the exam.He turned in the exam, looked his professor in the eye and walked out the door. He sprinted home, handed the exam questions to his roommate who was two semesters ahead on the subject and being paid handsomely for helping him pull of this scheme. He hit the shower, shaved and had another friend give him a haircut. He dressed up like a banker and put on a pair of glasses, then copied down the answers and work it would take to show he knew how to arrive at those answers. He had all of two hours to pull this off and get back to the second final exam time. When he showed up at this second exam, here is how he looked:He got through the test and then came the moment of truth. Hearing him tell the story of walking up to the front of that classroom to look his professor in the eyes for a second time gives me the chills to this day.He smiled, handed him the test and the professor stared at him for what he says felt like 15 minutes but was probably 5 seconds. I can’t imagine how sickening that feeling must have been, knowing expulsion was riding on what the professor said next. The professor said thanks and he walked out.My boy got an A on that exam and the class, even though he was riding an F heading into that exam. There are so many reasons this plan should not have worked. Why didn’t the professor wonder how he had missed a homeless guy being in his class all semester? (can probably be easy to miss some people in a 200 person lecture hall but that is ridiculous)Why didn’t the professor question how someone who had clearly failed two midterms and done no homework pull off such a turnaround? How did the professor account for an exam turned in with no name and terrible answers or that 201 exams were turned in for a class with only 200 people? Could someone else in that class have failed and quit going to class so it actually was 200/200 turned in exams? Why didn’t this suspicion make him bring my friend back in to retake the test in front of him with different questions? Why would someone go through this much stress and hassle when going to class could have been so much easier and less stressful?I have always felt that the professor was definitely suspicious but didn’t want to admit that his process of two exams left a loophole that could be exploited. His ego probably led him to move on, understanding how improbable it would be to orchestrate something like this.Regardless, I consider this mission one of the greatest rages against the machine in modern history. Given what was at stake and the level of complexity to pull it off, my boy earned that A with flying colors.

I started using the internet in 1998–1999.I was the Deputy General Manager and the head of the structural steel division of our Office at Bangalore, when the great day arrived. The systems department had made a grand announcement of the commissioning of the internet at our office after long procedures and preparations that took several months. I was among the few computer literate heads of department who understood what it was.Initially it was used only for email. We used PINE initially on Unix operating systems before switching to Eudora on IBM compatible PCs. before finally settling down to MS Outlook and Outlook Express.Web based emails like Hotmail and Yahoo mail were yet to be become popular. Gmail did not exist.Internet speeds were so slow that none of you today will use it!Download speeds were 4Kbps to 6 Kbps, and if you paid extra, you might get 12 Kbps to 20 Kbps. It was good enough for plain text and at most one or two MS Word document or Xls attachments which took an eternity to upload and download. We used it only for correspondence, and for nothing else. All of us who had PCs on our desks used it to message each other through the LAN, and send emails to customers who had an email address. Most of our contacts and customers did not have any for the first year and so we typed the email and send it out by post. Imagine something as silly as that today. When it was urgent, we faxed the documents. Sending them by email was not common.Soon speeds improved, the first few popular sites came up and traffic increased. A new word called “browsing” came up and I remember spending fifteen minutes with my boss the General Manager explaining what “browsing” was and how the internet worked. After some time he nodded his head and pretended to understand. I am sure he hadn’t!A special room was opened up by the systems department and a PC connected to the net was made available for Browsing approved sites. We had to fill out a form, and get the department heads permission and signature, and meet the clerk in charge of the lone publicly accessible PC that was connected to the internet. The clerk would enter the details like: Name of the person using the net, purpose, name of the site or sites browsed, from what time to what time etc! At 5:30 pm sharp we had to shut down the PC!Most of the sites we routinely visit today did not exist. Google’s search engine made it’s entry first around 2000 and not many people even knew what it could do. It was nothing like what it is today. The search engine was primitive. The browser we used was Netscape Navigator.I got my first private Internet connection at home around the same time (1999) and it was through a telephone dial up connection. When I went online, my land line telephone could not be used. It would give the engaged tone. My wife used to be upset with me for hogging the telephone line and would ask me to hurry up. I would type all my mails off line and then go on line and then send them all together through Eudora. I could not hang on, online all the time. I would download the content on my local hard disk and then log off and browse off line, so that the family could use the telephone and we could receive incoming calls. In those days when cell phones did not exist, the land line telephone was KING and the whole family depended on it.From 2001 onward there was rapid progress. I will leave it to others to trace the rocket like path of the internet, with technical details, statistics etc. I am not knowledgeable enough to describe competently the rapid strides it made later. All I can say is that the internet was an amazing novelty and absolutely fascinating when it first arrived. Along with the personal computer I consider it an invention on par with the invention of Electricity, IC engine steam engines and the the automobiles and locomotive engines, Air travel, and the atom bomb.GV

Those might not be "the biggest" shocks, but definitely not expected stuffsNow those things are mostly funny to me, or I just understand them, but that time it was surprising. I like to see myself as a funny person, therefore my answers are written in that way. I mean what I say, just the way I describe it is bit "lighter". So, let's look into my memories...:1) Got out of air plane, got on riksha, got out, paid (local friend told me how much) driver took 50Rs and did the headshake. I was totally lost. I didn't know if I paid less, or if it is okay, when I asked, the driver again did the headshake... :-D This together with overall different body language was very confusing the communication.2) Second week. I was able to cross the road with heavy traffic without any help. Applause! After few weeks I developed my own style how to cross any road. Feeling of a master.3) People think I am rich and awesome just because I am a pale foreigner. WTF? :D But it was certainly a pleasure to be treated like someone special. - True is, this applies especially to less educated people. (EDIT: It is tiresome. Of course I AM awesome. But don't take it for granted, the other pale foreigners are not! :D)4) Cows are worshipped but they are damn skinny and eating rubbish from the streets. ?!!!! Seems like cows are really independent over there!5) As a woman I am considered to be weaker, taken care of, endangered etc. Sometimes it made me feel like I am a kid or less developed in my mind according my male friends.6) Kids working manually instead of being in a school. Fact that some kid washed my clothes or was brooming in my guest house and that they were paid for that or it was considered to be normal was bit scaring me.7) Meeting handsome, entertaining, smart males at age 20+ who are virgins. Plus they talk about it. First, I was shocked sex is so oppressed in this culture, second - why the hell is that even a topic to be discussed? For me it is my personal stuff, not even my parents should be interested in. Please do not inform me about the state of your virgnity ever, I do not care. Especially when I see you for the first or second time in my life.EDIT: On contrary, in my country people would pity you for being a virgin in mid twenties anyway, we would think you are too unwanted/have not grown up yet and that is why you are still a virgin.8) Youths hanging around the malls considering this as a fun. To me it was super pointless as well as the amount of Bollywood movies watched by a regular person. I expected more creativity in the free time, more culture... including sports, walks, performing arts, music concerts, actual theatre etc.9) Lack of coffee.... but chai everywhere. Even though I was served with a coffee it was this processed "shit", the powdered one (Nescafé), I was surprised, I expected the "real" one in a country which plants it. (Now I know it is to be found rather in the south...)10) Incredible neverending noise. Even inside the houses - the fans are on.11) The huge number of students - engineers, and how many girls study this field as well.12) Old skinny people riding bicycle rickshaws and young fat/wealthy people using this service. Now talk to me about respecting elders!13) Pissing yes - kissing no "rule" for public.14) Bribing even at the lowest level. ('Coz of simple paperwork or little fines from a policeman)15) Fact that I should not be outside in the night/using tuk-tuk in the night. Or that it is dangerous to do so. What's wrong with night? Ghosts and murderers get out?16) Many people are doing even a tiniest, non productive job. Like - it took three guys to serve me at a cash desk. One was naming the items, one was typing it in the machine and third was putting them into a bag... It took them a lot of time too.17) Once I mistakenly left the grocery shop in a hurry without being given the cash back. I came back six hours later, there were different people, but within ten minutes they made the calls etc. and gave me my 500Rs back. WOW! I don't think this is possible in my country.18) The way how Indians serve and help each other without knowing each other. Providing water to ANYONE who asks. Lending your phone for a call to a stranger! That is still blowing my mind. I have never seen this in Europe.(And thank you, the guy from pizzeria in Jodhpur, who managed to get a private toilet for me, when I really needed it and there was no option around and my bus was leaving in 20 minutes... Also thanks to that family who owned that toilet :DDD.)19) Buying a SIM card - I had to fill out the form with the name and a job of my father. What?! Why? :D20) The fact that the youth are looking forward for their arranged marriage. I was supershocked by that. (Now I wish for one too, *sigh*)EDIT: Just a note for why Europeans perceive an arranged marriage with a shock: It is not a new thing to us. We had arranged marriages commonly 100years ago. And because along with new technologies and social changes we moved from that times it seems to us as "outworn concept". Something like candles instead of electricity. So seeing modern people in India going for arranged m. is difficult to understand. Some of classics of Czech literature and theatre (The Bartered Bride) are about arranged m. Well, nowadays, it sounds more as a fairy tale to us.21) People consider quite common to speak three or more languages. In Europe we also speak more languages sometimes, but if we do, we consider ourselves rather special. :D22) PC games are equal to sport in sense of prestige; for winning them you can be awarded and recognized even at the university level. Real absurd to me.23) Shorts are wrong to wear by girls but sari without bra under the choli and revealing tummy is okay... Please, bewray the rule to me, I don't see that! :D EDIT: See, if I had to make some joke on this it would be like:"I think that the Indians who put a ban on jeans and t-shirt for girls do so just because sari is far more sexier."24) Indian males with their hair dyed red/ginger. I guess it is caused by henna, and my friend told me it is not just a fashion but serves good health (which henna surely does) but to me this was very "girlish" - grown up man dying his hair is funny, the more when picking bright colour which is considered to be "female".Sorry  for a too long list, you are too surprising country :) Comments,  disagreement and debates are more than welcome! (Much more than plain  down votes...)I am from Czech Republic - that is the European country where Baťa company is from. Yeah. Really. ;)    Been to Jaipur in 2011 for two months during monsoon, met mostly college students, dated an Indian, having close NRI friends now.EDIT:Where I was?I stayed 70% of the time in Jaipur. Visited also: Udaipur, Jodhpur, Agra, Delhi and Rishikesh.
