Can I fill out a police report online for a stolen vehicle so I don't have to go up to the police department here in Tulsa, Oklahoma?
No.Says who? The website for Tulsa PD that I found in a couple of seconds using Google. It says stolen vehicle reports will not be accepted online. It says to call the stated phone number to have an officer sent to your location. It does appear to be a pretty clear answer. See the link.Report a Crime OnlineI was a Police Officer in Oklahoma. We always required someone to come in, show ID and ownership documents if there was any question then sign the report. Why? If someone decided to lodge a report of a stolen vehicle as revenge or for any reason that was not legitimate, it could place someone in serious danger. If any law enforcement saw a vehicle entered into NCIC as stolen they must take precautions as if a dangerous person is in possession of it. The FBI maintains the NCIC system and their criteria must be met before a vehicle gets entered.National Crime Information Center (NCIC)This is not a boyfriend or roommate who borrowed it and is late coming back or a teen breaking a family rule situation, but reporting a stolen vehicle that could be with a real criminal who may have it to escape after a robbery, murder or anything else. A high risk stop will be done in most cases and multiple guns would be pointed at people. This is serious, life and death stuff. Mess around and make a false report and it won't simply be the local police on your case.Do you think taking an online report from someone who doesn't feel like making the effort to do a stolen vehicle report in person is a good idea? How can they ensure that the reporting party is the owner and not some trollish jerk who doesn't mind placing lives in danger to get his kicks? If it was you and your family at gunpoint in the dark being made to get prone in the street, would you be okay with that being done on the basis of an online report? I surely would not be okay with it.

How did Oklahoma City, OK jump from being almost equal to Tulsa, OK in city population to close to twice Tulsa's size?
Money. Oklahoma City is the state capitol. It put state money into attracting businesses and making their city more attractive instead of helping the rest of the state. Also, when it attracts a new business, that business can't be anywhere else in the state for a few years. They don’t compete fairly for anything.Tulsa used to be the oil capital of the world and was the home of the Mother Road. They were booming with all that oil money. Then all those companies moved to Houston. Their money went with them. All the industries since have been boom and bust, and none of them did as well as oil. Tulsa doesn't have the state money to pour in like Oklahoma City, and the public school system is one of the worst in the state, which is already 48. No one wants employees like Homer Simpson. On the other hand, the Tulsa metroplex actually has a bigger population than Oklahoma City’s Metroplex. We have a second area code, OKC doesn't.Third generation Tulsan here. Proud of it. We’re better than OKC. We have a real river, they don’t. We have a much prettier skyline. We have much friendlier people, too. And you don't get caught up in such a messy drive here as there. Ours mostly have straight lines.I find it much harder to believe that Tulsa was ever in any competition in numbers with Muscogee, the third-largest town in Oklahoma. It drops off fast after that.

How long do I have to live in Oklahoma before I can file a small claims case?
If the contract formation, or one of the parties resides in the State, or a tort offense which takes place in Oklahoma, you can file your claim anytime and there’s no need for wait time because as a general rule, you should have met the jurisdictional requirement. (Caveat, the above statement is just a general statement of understanding and is not specific legal advise in any senses. Even with a small claim, you should still consult with a local attorney before filing your claim to avoid losing or wasting your time in court.)

Why do so many people in Tulsa, Oklahoma, when mentioning the size of the city, consider Tulsa to be tiny? I always say, let's be real here, 400k+ population with just shy of 200 square miles is small?
Without knowing what they were comparing it to it would be difficult to say. In a link based on 2016 estimated data Tulsa was #47 of the top cities in the United States by population.List of United States cities by population. Now speaking of my own state of Washington, the city I live in is #273 on that same list with a population around 109k and a mere 33 square miles. Fer Crying out softly Seattle, WA while it beats you in population at slightly better than 600k and #18 on that list, only covers 83 Sqm and here in Washington we think the Mayor of Seattle makes the sun rise and set (exaggeration). So based on the numbers you give I can’t think of one reason you should think yourself ‘tiny’.
