Now go to your local Chief Law Enforcement Officer(generally your county sheriff) for finger printing and have him approve(sign-off on) you being a person in good standing and him NOT seeing any reason to deny you the legal ability to manufacture “destructive devices”. Now send all of that info to the ATF with a $200 money order for each item you wish to manufacture. The $200/per covers the cost of the tax stamps required under NFA ’36. Typically once the forms are received by ATF they will begin extensive background checks, likely including examining where/how the items you wish to manufacture will be stored, as well as possibly at least 1 phone interview. Once BG checks/interviews/etc are done the ATF will decide to grant or deny your Form 1’s. From start to finish the whole process to get a Form 1 approved usually takes 9–12 months. I don’t foresee yours taking so long but I do expect the reply from ATF to include your un-cashed money orders, a firm NO and LOTS of laughing. Of course this ALL hinges on you getting you CLEO to sign-off in the first place.Keep in mind, this will only allow you to manufacture NON-EXPLOSIVE rockets. There is a whole different licensing scheme you will need to go through in order to manufacture/store/use any type of explosive payload.
Why do so many people with concealed carry permits choose not to carry a firearm?
I have a carry permit for 3 reasons.When I go to the range, something I do fairly regularly, I don’t have to worry about locking the gun in the trunk, with ammunition stored separately. I case my firearm, put it on the floorboard of the back seat next to my range bag that has my ammunition, and go happily on my way. If I am ever stopped, the first thing I would say to the officer is “Good afternoon officer. I have a carry permit and there are X unloaded cased guns in the backseat. How would you like to proceed?”.Second, it is far easier in NC to buy a gun on a whim if you have a CCW permit. Yes, I’ve bought a gun on a whim. Give the licensed FFL holder your permit and drivers license, fill out the form, wait 20 minutes and walk out with your new gun. If I buy something from an individual, all I have to do to make the transaction legal is show them a copy of my permit. If the seller is smart, they will take a picture of the permit on their phone so if someone ever asks if they had the proper documentation, they can say yes. That is not a legal requirement.The third reason is because when I got my permit 10+ years ago, it was easier in my county in NC to get a permit to carry a concealed weapon than it was get a pistol permit. When the CCW law was passed in NC, NC became a “shall issue” state. What this meant to me was that I could go to the sheriff’s office, get my finger prints taken, give the sheriff $90 and a copy of my CCW class graduation certificate and after a max of 90 days, my permit would be issued. The NC CCW law specified that if you had a CCW permit, you didn’t have to get a purchase permit to buy a pistol.
