In many places in the US, vehicles with disabled placards are exempt from parking fees and time limitations at all meters. The theory behind this is that people needing the placards have limited mobility, and they can't walk long distances from a parking space to their destination. Furthermore, they may need to drive to their workplace, or for extended medical appointments, and refilling the meter beyond the normal time limit is both illegal (yes, time limits still apply legally, even if you feed the meter) and difficult for someone with limited mobility. So having different (or no) time limits makes sense.As for pricing, I've heard it claimed that the reason for making it free is that parking prices would be an economic hardship on people who may already have other economic hardships, but this is actually kind of a lousy reason -- if you want to give someone economic aid, just give them money. But there is a more practical reason -- if they can't get back to feed the meter, there's no way for them to put money in the meter for the long stays they may require. BUT... this has now changed, since many meters are now connected and can be paid from your phone. So some jurisdictions are beginning to reconsider the free parking.And just in time. Because in many jurisdictions, there are now so many placards that they have almost completely driven out other types of onstreet parking. Don Shoup at UCLA, who is probably the world's leading researcher in parking, did studies showing very high levels of placard abuse,  with some blocks frequently at 100% placard occupancy, and my own previous work with parking sensors and street surveys bore this out.  It was interesting to have a front row seat to watch the number of placards  go up dramatically when meter prices went up. We also found that the going rate for fake placards was less than the price of a single parking ticket.This policy is really no good for anyone -- people who really have mobility limitations can't find parking spaces where they need them, the cities lose revenue, and store owners lose money because there are no spaces available for their customers.

It depends on the city and state, assuming you're in the U.S.In Seattle, if you have a disabled parking placard or plates, and the disabled person is in the car or being transported: you may park in metered spots without paying. You may park in timed spots (30 minute parking, 2 hour parking, etc) longer than the time limits.You may not park in loading zones, truck zones, construction zones. You may not ignore carpool lanes, or ignore “No Parking 4–7PM” type signs.Please be considerate. Don't borrow, buy, or steal handicap placards. It's illegal, they will be scanned and you'll get a huge ticket.Those of us who got the placards legitimately really do need them, even if we don't “look disabled” to you.

My DD started making noises about me stepping down from managerial and going on-call (more hands-on/physical *snort*) so I asked my doctor for forty.When I took that paper to the DD- forty hours, back at full-time- my DD immediately put me back into the on-call manager rotation, and, lo! and behold! I was scheduled as primary on-call that very weekend! Doc said, “No- forty hours, no nights or weekends,” and castigated my DD for wanting to kill me so soon after almost killing me. So, with that paper in hand, I wrote a letter to HR explaining what I was requesting and why, including my Doctor’s Note, and was granted my accommodation.They nearly had to do this. When I was hired into my position, I was assured then I was not on-call, I worked straight eight M - F, no OT unless I volunteered to take a shift somewhere else in the district to cover a call-out. Both the President and Vice-President told me directly I was not on-call. It was the DD who had instituted a weekend on-call rotation a few months after starting her own position, because too many of her younger, more vibrant, managers liked to party on the weekends and so were not covering their programs correctly, and, because I try to be a good employee, I didn’t fuss, I pulled my call-weekends like a good little soldier, covering for others. But not anymore.Not anymore. HR granted my accommodation; DD wasn’t happy and still isn’t. I get notes to record for any little thing she can find- it gets old.
